Both TCI and TDI are funded entirely through employee payroll deductions at 1.1% of wages. Your employer doesn't contribute. If you need time off for a health condition, these benefits exist because of your contributions.

Standard federal FMLA requires your employer to have 50+ employees within 75 miles, 12+ months of tenure, and 1,250+ hours worked in the past year.
You may qualify if you've earned sufficient wages during the base period and paid into the TDI fund through payroll deductions. Most Rhode Island W-2 employees are covered. Benefits are calculated at 4.62% of your highest quarter wages.
If you qualify for both federal FMLA and a Rhode Island state program, they run at the same time. FMLA protects your job; TDI or TCI replaces your income. You get both protections during the same leave.
If you're a Rhode Island W-2 employee, you're automatically enrolled in TDI and TCI through payroll deductions. There's no separate application until you need benefits. Self-employed workers are generally not covered.
Rhode Island's leave system includes three overlapping programs — federal FMLA, state TDI, and TCI — each with different forms, filing requirements, and agencies. TDI and TCI claims go through the Department of Labor and Training, while FMLA certification goes to your employer.

Your weekly benefit is calculated at 4.62% of your wages in the highest-earning quarter of your base period, up to the maximum. TDI max: $1,007/week. TCI max: $1,077/week. If you had a strong earning quarter, your benefit will reflect that.
Rhode Island is one of only four states (alongside California, New Jersey, and New York) that offers BOTH paid family leave AND state disability insurance. If you can't work because of your own condition, TDI covers you. If you need time to care for family, TCI covers that.
